The interest of normal persons in Water-distribution is probably limited essentially to water availability ready for use in needed quantity and acceptable quality at the faucets of their house and of any other place where they may find themselves. What happens even at a short distance from them to another less fortunate segment of the population is none of their business, or so they would like to believe. However the shortage of capacity of safe water supply for years to come in several parts of the world is regarded as one of the main causes of possible troubles likely to cause political instability. Unfortunately the normal expectation of sufficient Water-distribution can no more be taken for granted in every corner of the civilized world. That is because the stresses generated by unequal presence of sufficient sources of the precious liquid and by occasional disturbances may have sudden consequences anytime, anywhere. Although 97% of all water on earth is present in oceans, it cannot be used without costly desalination treatments. It is true that the water or hydrological cycle regenerates periodically the supply of clean and pure rain water. However most of it is useless in terms of Water-distribution as it becomes polluted or contaminated as soon as it reaches the ground and must be collected and treated like any other available water body. What Water-distribution problems happen occasionally as annoying mishaps in civilized parts of the world, is a constantly life threatening condition in developing countries and in those in transition, due to inadequate supply, to insufficient infrastructures and to growing populations. Another difficulty concerning water distribution in many regions of this world is caused by the variability in time of the availability of renewed water. Rain water which becomes available in substantial quantities only in short periods of a few wet years in a row cannot be depended on for long term planning. This condition may require expensive solutions to satisfy at all times the needs of populations served by their facilities. Regions with limited water resources should implement policies and means favoring conservation and repeated utilization of primary water after their first use even it is no more potable, or suitable and safe for drinking. Extending this concept, for the purpose of conserving water in regions with limited supply, planning authorities propose the implementation of a dual system of Water-distribution, consisting in two parallel distribution networks. The primary system is dedicated to distribution of potable water. The secondary system provides inferior quality water, or even seawater for all non potable water uses. Although expensive to set up, the economy achieved in the consumption of the scarce resource may help repay in relatively short time for the duplicate system. Unequal Water-distribution the world over is a major concern to international authorities and associations struggling to assure at least minimal life subsistence and health control to the poorest human beings wherever they may be. It may also become a major threat to the political stability of all nations alike.
